My Lords, there is a huge hole that has already been identified through all stages of this Bill, and that is the absence of AI. As we have gone through each stage of this Bill’s process, that hole has become wider and deeper. As we have gone through this process, external events have only highlighted that.
Amendments 41, 66 and 67 in this group, which I support, do something that is practical and effective about this. Specifically on AISI, does the Minister think that citizens up and down the United Kingdom are in a better situation now that AISI is the “security institute” rather than the “safety institute”—more than just a question of a change of word, but a change of emphasis and change of impact in terms of every citizen in this country?
As has been rightly mentioned, milk is more regulated than AI. With this in mind, does the Minister agree that, when it comes to cross-sector, cross-economy AI legislation, the Government need to discover the bottle to bring forward a Bill?
